Abstract

The Ministry for Reintegration of Temporarily Occupied Territories of Ukraine plays a pivotal role in the process of recovery and reintegration of territories temporarily occupied due to the armed conflict in eastern Ukraine and the annexation of Crimea by the Russian Federation. The administrative-legal status of the Ministry is an essential aspect of its operation, shaping its authority, scope of activities, and responsibilities in restoring the rights of citizens and the functioning of state institutions within these territories.

The issue of reintegration and restoration of temporarily occupied territories is a critical challenge for Ukraine, given the ongoing conflict and the need to establish sustainable, long-term peace. The administrative and legal status of the Ministry directly influences the effectiveness of the state’s actions in this sphere, ensuring that the necessary legal framework is in place to protect human rights, facilitate the return of displaced persons, and restore public infrastructure. Furthermore, understanding the Ministry’s role within the broader context of state governance and international law helps to highlight its importance in addressing the aftermath of occupation and in pursuing Ukraine’s territorial integrity.

The purpose of this research is to analyze the administrative and legal status of the Ministry for Reintegration of Temporarily Occupied Territories, examining its institutional framework, powers, and responsibilities. This will include evaluating how the Ministry interacts with other governmental bodies, international organizations, and non-governmental actors. The research aims to identify the legal mechanisms in place for facilitating the return of internally displaced persons, the restoration of infrastructure, and the overall reintegration of territories. Moreover, the study will consider the Ministry’s role in promoting the protection of human rights and its capacity to address the challenges posed by the occupation, while also considering the wider implications for Ukrainian sovereignty and governance.

The study will provide a comprehensive overview of the Ministry’s establishment, legislative underpinnings, and operational scope. It will outline the key areas of responsibility, such as coordinating the return of citizens, ensuring the restoration of public services, and safeguarding human rights in post-occupation conditions. The research will also assess the Ministry’s interaction with other governmental structures, including local authorities, and its cooperation with international bodies, such as the United Nations and the European Union, to ensure a holistic approach to reintegration.

Furthermore, the research will identify the legal tools and strategies employed by the Ministry to address the challenges faced by internally displaced persons (IDPs), emphasizing the development of legislative initiatives and policies aimed at supporting their return to the reintegrated territories. The study will also explore the challenges related to the administrative and logistical aspects of reintegration, as well as the obstacles posed by ongoing conflict and the complex political and legal environment.

In conclusion, the research will provide a critical assessment of the Ministry’s administrative and legal status, its role in the broader context of national recovery, and the key results of its ongoing efforts to reintegrate occupied territories. The findings will contribute to a deeper understanding of the legal frameworks necessary for post-conflict recovery and offer recommendations for strengthening the effectiveness of Ukraine’s policy on reintegration.
