Subjects of administrative and legal regulation of production and circulation of baby food

The author presents the concept and system of subjects of administrative and legal regulation of production and circulation of baby food.
It is determined that the subjects of administrative and legal regulation of production and circulation of baby food is a system of public authorities and local governments that perform public tasks and functions in the production and circulation of baby food in order to implement the constitutional rights of the child to a sufficient standard of living, health and life protection, as well as form and implement state policy in the field of providing infants and young children with complete, high-quality and safe baby food.
The system of subjects of administrative and legal regulation of production and circulation of baby food is characterized by the following features: 1) is a system of state bodies (Verkhovna Rada of Ukraine, President of Ukraine, Adviser to the President of Ukraine on Children's Rights and Rehabilitation) executive power, local executive bodies) and local self-government bodies; 2) perform both their own and delegated powers determined by the Constitution of Ukraine and laws of Ukraine; 3) administrative and legal relations arising in the field of production and circulation of baby food are regulated by administrative law; 4) regulate and protect mainly public and legal interests arising in the activities of executive bodies, public administration, administrations of local governments on the production and circulation of baby food; 5) in the implementation of their tasks and functions use administrative and service administrative and legal means of public administration.
The authors include the Ministry of Health of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the State Service of Ukraine for Food Safety. products and consumer protection, etc. central executive bodies, as well as local state administrations and local self-government bodies.
