Regional military administrations as temporary local executive authorities

The article deals with the peculiarities of the administrative and legal status of regional military administrations, as temporary state local executive authorities that carry out local public administration. Peculiarities of the administrative and legal status of regional military administrations as a subject of public administration are identified and considered, which include: peculiarities of formation and termination of activity, peculiarities of assigned powers, peculiarities of subordination.
It is noted that regional military administrations are formed by the decision of the President of Ukraine at the request of regional state administrations or military command and cease their activities only 30 days after the termination or cancellation of martial law.
It is noted that regional military administrations are continued to carry out the powers of regional state administrations related to ensuring the implementation of financial policy, policy in the spheres of labor and employment of the population, social protection, health care, education, science and culture, nature protection, environmental safety and nature management, as well as the authority to ensure the realization of human and citizen rights and freedoms. Along with these powers, regional military administrations are empowered to introduce and ensure the implementation of legal regime measures.
Attention is focused on the fact that regional military administrations have dual subordination depending on the powers they exercise. The General Staff of the Armed Forces of Ukraine directs, coordinates and controls the activities of regional military administrations in the implementation of powers to ensure defense, public safety and order, protection of critical infrastructure, implementation of martial law measures. The Cabinet of Ministers of Ukraine directs, coordinates and controls activities on issues related to ensuring the implementation of executive power on the ground.
