Formation and implementation of the state anti-corruption policy of Ukraine under martial law

The article examines the mechanism of formation and implementation of the state anti-corruption policy of Ukraine under martial law. The authority of the National Agency on Corruption Prevention, as a central executive body with a special status that ensures the formation and implementation of the state anti-corruption policy have been determined. The features and novelties of the Anti-corruption strategy for 2021-2025 and the mechanism of its implementation were studied.
As a result of the scientific research,it is proved that the feature of the anti-corruption policy of Ukraine under martial law is the search for a balance between the existing anti-corruption restrictions and the protection of the rights and freedoms of a person and a citizen. The article analyzes the changes to the legislation in the field of corruption prevention in order to bring some of its provisions to the recommendations and conclusions of the European Commission and other international partners regarding Ukraine. It is also substantiated, that the guarantee of effective implementation of the state’s anti-corruption policy is the institutional independence of its special anti-corruption bodies.
It was concluded that today a significant part of the measures envisaged by the State Anti-corruption Program for 2023-2025 have been successfully implemented in particular in the field of increasing the effectiveness of the preventive anti-corruption mechanisms. Measures to ensure the inevitability of responsibility for corruption and bring guilty persons to administrative and disciplinary responsibility require further improvement and implementation.
