Adaptation of Leading Global Approaches to Administrative-Legal Regulation of Legislative Power in Ukraine

Abstract

The article is dedicated to analyzing the possibilities of adapting leading global practices of administrative-legal regulation of legislative power in Ukraine. In the context of European integration and the growing demands for transparency, accountability, and effectiveness of public authorities, special attention is given to the issues that hinder the achievement of these goals in the activities of the Verkhovna Rada of Ukraine.

The article discusses the fundamental principles of administrative law, such as transparency, accountability, and protection of citizens' rights, which form the basis for the effective functioning of legislative power. It examines the mechanisms used in EU and US countries, where legislative bodies successfully integrate innovative technologies to ensure openness and accessibility of information for citizens.

The authors also analyze existing Ukrainian laws and regulations, indicating possible changes that could facilitate better integration of foreign practices. Challenges and risks that may arise when implementing global standards are identified, such as resistance to change among officials and technical difficulties.

Additionally, practical recommendations are proposed for improving the legal regulation of the activities of the Verkhovna Rada, particularly through the introduction of new mechanisms for public oversight and a review of committee procedures. The conclusions of the study emphasize the necessity of adapting global experience to enhance the effectiveness of legislative power in Ukraine, which, in turn, will contribute to strengthening democratic institutions and public trust in government authorities.
