Acts of international organization on the use of artificial intelligence in educational and scientific activities

Abstract

It was found that AI is a powerful tool that opens up new opportunities for humans, is used in all spheres of life and activity of society and the state, helping to solve problems, but at the same time carries potential challenges and threats, in particular violations of ethical standards, human rights and freedoms. It was found that the use of AI in educational and scientific activities causes specific challenges and threats: the spread of insufficiently high-quality content; a decrease in the level/loss of creativity by students as users of AI; insufficient protection of confidential information about participants in the educational process; violation of academic integrity, etc. It was established that in order to prevent and avoid possible negative consequences associated with the use of AI, a system of legislation on AI is being formed in Ukraine. The article defines this system as a holistic set of international and regional/European acts, as well as domestic regulatory and legal acts of various legal force, developed taking into account international and European standards in the field of AI use. An analysis of acts of international organizations (OECD, UN, UNESCO) was conducted and the main directions and goals of regulating the application of AI in general and in educational and scientific activities in particular were determined. The point is that education, science, technology and innovation should contribute to the creation of a more inclusive, fair, digital, sustainable and successful world for all, a world in which all human rights are respected. It was found that international organizations call for responsible management of reliable AI. Their acts orient societies and states to regulate issues of security, ethics, ensuring human rights and other issues related to the use of AI.
