Concept and features of the administrative-legal mechanism for the formation and implementation of state regional policy

The article is devoted to the study of the issue of the administrative-legal mechanism of the formation and implementation of state regional policy, the definition of its concept and features. Scientific views on the formation of the definition of «mechanism», «legal mechanism», «administrative-legal mechanism» are presented.
It is stated that the functioning of the state, as an integral entity, and its regions, as constituent elements, with a high level of efficiency depends on a number of factors, both internal and external
It is emphasized that regional policy should be formed for each region separately and organically combined into policy at the level of the state as a whole.
It is noted that in the field of public administration, the leading place among the existing instruments that regulate social relations is occupied by the legal mechanism. Taking into account the results of the study, our own vision of the definition of «administrative and legal mechanism for the formation and implementation of state regional policy» is presented, under which we propose to understand the system of normatively defined tools used by public authorities to regulate the functioning of regions and administrative and legal support for their socio-economic sphere, by distributing powers, rights and responsibilities between the subjects of regional policy implementation, with mandatory monitoring of their activities, which provides for feedback from subjects.
It is indicated that an important element of the formation and implementation of state regional policy is the administrative and legal mechanism that ensures the socio-economic strengthening of the country’s regions and is the basis for their sustainable and balanced development, thanks to the effective use of state resources.
It is emphasized that the mechanism for the formation and implementation of state regional policy creates conditions for effective management, proper coordination of efforts at different levels of government, adequate financing and consideration of local needs, which is the basis for the sustainable development of the country as a whole, in the course of implementing its strategic objectives.
