Principles, functions and technologies of legal information for the organization and functioning of associations of local self-government

The article presents a comprehensive analysis of the principles, functions, and technologies of legal relations related to the organization and functioning of associations of local self-government bodies (LSGBs) in Ukraine. It reveals the theoretical and legal nature of associations as special public administration entities that combine features of both public and private law. Special attention is given to the core legal principles of their functioning, including voluntariness, autonomy, legal certainty, publicity, subsidiarity, partnership, and accountability. The article provides an in-depth characterization of the functional roles of associations, particularly their representative, consultative, lobbying, analytical, educational, coordination, and international activities.
Modern technological tools that ensure the efficiency of association operations are also examined, such as digital platforms, institutional mechanisms, public-private partnerships, intermunicipal cooperation, and participation in grant programs. The article identifies key challenges hindering the development of associations, including fragmented legislation, limited institutional capacity, lack of funding, and the absence of a systematic state policy for cooperation with associations.
The author proposes legal reform directions: improving the legislative framework, expanding powers of associations, implementing mechanisms for participation in state policy, digitalization of procedures, and adapting best international practices. A comparative analysis with EU practices is conducted, where associations have well-developed legal infrastructure and significantly influence regional policy-making. In conclusion, the article underscores the need for a strategic approach to developing associations as vital elements of democratic governance amid decentralization processes.
