Agro-industrial complex as an object of administrative and legal regulation

The agro-industrial complex of Ukraine is a strategically important component of the national economy, ensuring food security, the development of rural areas and the formation of the export potential of the state. In the context of globalization, European integration processes, climate change and martial law, the issue of effective administrative and legal regulation is gaining particular relevance. Not only the stability of the agrarian sector, but also national security in general depends on the proper organization of public administration in this area.
The purpose of the article is to research into the features of administrative and legal regulation in the agro-industrial complex.
The work summarizes scientific approaches to understanding the definition of «agro-industrial complex», outlines its key features as an object of administrative and legal regulation: complexity, combination of public and private interests, the presence of special legal norms, multi-level regulation, strategic role in ensuring national security and the need for flexibility of legal mechanisms. It is substantiated that modern legal regulation of the agribusiness sector should combine instruments of state control, licensing, certification, environmental supervision and a system of support for agricultural producers, focusing on the standards of the European Union. It is determined that the administrative and legal support for the development of the agribusiness sector is aimed at creating favorable conditions for the implementation of the constitutional right of citizens to food security and increasing the competitiveness of the Ukrainian economy. It is concluded that improving administrative and legal mechanisms in the agribusiness sector will contribute not only to increasing the efficiency of management and transparency of the agribusiness market, but also to strengthening Ukraine's positions in the international arena as one of the key players in the global food market.
