Subjects of administrative and legal support for the rehabilitation of persons with disabilities in Ukraine

The article examines the system of subjects of administrative and legal support for the rehabilitation of persons with disabilities. The relevance of the topic is determined by the reform of the national rehabilitation system, the transition from a predominantly status-based model of disability determination to the assessment of a person’s daily functioning, as well as by the growing need for rehabilitation care under martial law.
The purpose of the article is to determine the system of subjects of administrative and legal support for the rehabilitation of persons with disabilities in Ukraine and to disclose their role in the mechanism for implementing state policy in the field of rehabilitation.
The methodological basis of the study consists of dialectical, systemic-structural, formal legal, comparative legal and functional methods. Their application made it possible to consider rehabilitation not only as a set of medical and social services, but also as a complex area of public administration that combines health care, social protection, local self-government, digital administration and the participation of civil society.
It is substantiated that the subjects of administrative and legal support for the rehabilitation of persons with disabilities form an interconnected system, which includes subjects responsible for shaping state policy, subjects involved in its implementation and coordination, local executive authorities, local self-government bodies, rehabilitation institutions, multidisciplinary rehabilitation teams, rehabilitation specialists, financial and organizational subjects, subjects of expert and information-digital support, as well as public associations. It is proved that the effectiveness of this system depends on a clear delimitation of competence, proper information exchange, financing, staffing and a coordinated rehabilitation pathway for the person. It is concluded that the further development of administrative and legal support for the rehabilitation of persons with disabilities should be based on a functional, human-centred and barrier-free model.
