Scientific basis for the study of the prevention of administrative offenses by public administration officials

The article is devoted to defining the scientific basis for the study of the prevention of administrative offenses committed by public administration officials. The article determines that this basis is formed in the unity of the theoretical, historiographical, historical component of understanding the problem. Particular attention is given to the formation of the terminological basis for the delimitation of key terms «prevention of offenses in the field of property», «warning of offenses», «prevention of offenses». The article focuses on the formation of a historical retrospective of legal support for the prevention of offenses by public administration officials, the formation of the historiographical basis of the study. The author found that «prevention of property offenses» is a system of general and specific measures that may be socio-economic, cultural, ideological, or exclusively legal, and include, in particular, the implementation of measures to prevent offenses. Among the latter are, for example, preventive police measures (checking IDs, interviewing a person, requesting to leave a place and restricting access to a certain area, penetration into housing or other possession of a person, etc.). The targeted nature of crime prevention measures gives grounds for isolation as one of its varieties of prevention of committing such offenses.
The article is devoted to the analysis of pre-revolutionary legislation, which contained the legal norms that determined the administrative responsibility of officials, the prerequisites for the formation of a modern system of legal regulation of administrative responsibility.
The article states that an important component of the scientific basis for the study of the prevention of administrative offenses by public administration officials is the separation of the historiographic component of this scientific basis and the definition of scientific problems of the research area. The historiographic array is represented by three blocks of scientific sources. It is established that in the modern scientific literature of the complex scientific research of prevention of administrative offenses of officials of public administration bodies is not carried out, as well as there are not solved scientific problems concerning formation of scientifically grounded ways of improvement of the legal support of the system of prevention of administrative offenses.
