Directions for increasing the powers of city councils in the sphere of economic relations

Abstract

Relevance of the study. The powers of city councils in the field of economic relations allow them to more effectively and promptly resolve urgent issues that arise in the specified area.

Legislative transformations within the specified area determine the state of decentralization of a country in the specified area. The study of the legal principles of the development of legal regulation of strengthening the powers of city councils in the economic sphere at the level of different legal systems will make it possible to establish the features and advantages of the specified issue.

The purpose of the study is to systematize and present the characteristics of the directions of increasing the powers of city councils in the field of economic relations at the level of different legal systems.

Research methodology. The presented work was carried out using a survey analysis of the regulatory and legal framework and analytical materials. A comparative analysis was also used, with the help of which the positions of the authors on this issue were compared.

Research results. It was established that at the current stage, at the level of legal systems, a number of directions for increasing the powers of local government bodies (including city councils) in the field of economic relations are presented. These transformations are due to the need to improve the activities of the specified entities in terms of the implementation of powers, the implementation of which contributes to supporting the development of territorial communities in the economic sphere. Among the main areas of increasing the powers of local governments (including city councils) in the field of economic relations, provided for by the legislation of Ukraine, we can highlight: increasing powers in the area of  financial support for the restoration and maintenance of the infrastructure of territories in wartime conditions; supporting internally displaced enterprises (relocated businesses) in the context of their placement within the territories, restoring production and preserving labor resources. At the level of Polish legislation, the most important area in the specified area is: increasing the financial support of local budgets to improve the management of the infrastructure of territories (including in the economic sphere). In the context of reforming the legislation of the Czech Republic, it is provided, in particular: the authority of intermunicipal cooperation to optimize the implementation of tasks in the main areas of activity (including economic), which can be implemented through institutional transformations associated with increasing the powers of the association of municipalities.
