International protection of the rights of refugees and displaced persons

The article is devoted to the study of the international protection of the rights of refugees and displaced persons in the context of modern international legal standards. Characterizing the mechanism of implementing international legal standards for the protection of the rights of internally displaced persons (IDPs) as a system with three key components. The first component consists of international legal norms concentrated in international agreements such as the Universal Declaration of Human Rights and the UN Convention on the Status of Refugees. The second component involves the activities of international organizations executing these norms in interaction with IDPs. The third component comprises specialized instruments, notably the Guiding Principles on Internal Displacement adopted in 1998 by UN entities, which play a pivotal role in regulating relations with IDPs. The article emphasizes that the mechanism is not only directed towards safeguarding the rights of IDPs but also towards their individual criminal responsibility for serious crimes. Key international agreements are considered, including the UN Convention on the Status of Refugees and other regional documents, recommendations and principles that determine the status and rights of these groups of persons. Particular attention is paid to the interaction between the general law of human rights protection and the specific institution of refugee protection, as well as the principle of non-refoulement, which forms the basis for guaranteeing the safety and rights of refugees and displaced persons. The study also covers international mechanisms for monitoring the observance of the rights of these categories of persons and the relationship between different branches of international law. Thanks to this analysis, the reader will gain a deeper understanding of the main aspects and challenges that arise in the context of the international protection of the rights of refugees and displaced persons.
